The average Galilean would go nowhere near Tiberias, which King Herod Antipas had built on a graveyard, unclean ground by Jewish law, just 10-15 years before Jesus’ ministry.

John 1:46
46 Nathanael said to him, “Can anything good come out of Nazareth?” Philip said to him, “Come and see.”

John 7:52
52 They replied, “Are you from Galilee too? Search and see that no prophet arises from Galilee.”

As you pointed out, Jonah of Gath-hepher was from Galilee and so was Elijah of Thisbe.
